Well it seems that Facebook has made another change to the Guidelines for Facebook Pages.

20% text rule no longer applies to Facebook Page Cover Images.
The Guidelines have been revised and dated 1st July 2013 and they no longer state that Cover Images must contain less then 20% text. There was a change previously made back in March that allowed pages to use a call to actions and promote their contact details. Now it looks like we aren’t limited to 20% text.
As a Manager for many Facebook pages this was always a big restriction and I am relieved about this change.
